Dear Bill:
There is no hard and fast rule regarding who pays for photography.
Presumably, the owner is interested in receiving publicity for his property.
Or, conversely, he may not be interested in receiving publicity for special reasons.
Publications rarely pay for photography expenses as they have no budget for it.
Architects and designers are in the same boat!
I believe that the photographs for the original published articles on Mr. Miller‘s office were furnished by the client.
I suggest you review the subject with George Newlin. I believe that we would have no problem reviewing photographs and texts for publication.
It would be a good idea to make a list of NO-NO’s regarding texts for publication.
