The library was designed by Deborah Berke and her firm, Deborah Berke Partners. The introductory speech was given by the Emcee Russell Taylor. Library Board of Trustees President Judith Jones gave a speech regarding the project and introduced the Hope Branch architect Deborah Berke. Berke discussed her work on the project and the design process for the building, as well as the importance of community spaces. Following Berke, President Pro Tem of Indiana State Senate Robert Garton gave a speech regarding the importance of libraries and literacy within the community.
